Yes, instances in a stopped state continue to reserve dedicated system resources (RAM, SSD storage, IP aliases, vCPU) and therefore incur charges until you destroy the instance. If you wish to no longer accumulate charges for a virtual machine, please use the DESTROY button in the customer portal.
We have not charged your card. What you have observed is a temporary authorization in order to validate the card provided. The hold will automatically expire based on your bank's policy, generally within a few days.

At Vultr, we attempt to keep cloud pricing as consistent as possible globally. However, due to variation in regional costs (such as networking, hardware, labor, taxes, and fees), certain global data center locations may have different per hour and per month pricing for Vultr cloud services. Current data center location pricing is always available in the Control Panel.
All servers on your account are billed hourly up to the monthly rate cap. The hourly rate is determined by dividing the monthly rate by 672 hours (28 days). If your server is online for more than 672 hours in a calendar month, you will only be billed the monthly rate. Accumulated charges are invoiced to your account on the 1st of every month.
We accept Visa, Mastercard, American Express, Discover, JCB, BitPay (BTC, BCH, ETH, DOGE, PAX, BUSD, LTC, USDC, GUSD), Alipay, UnionPay, and PayPal. Depending on your geographic region, Paypal supports additional payment networks, including Giropay and bank transfers.
Vultr.com is required to collect tax in several countries around the world. This tax is generally referred to as VAT (Value Added Tax), consumption tax, or sales tax. Prices listed on our website do not include tax. Tax will be added to your invoice as a separate line item.

An overage charge will be applied if you exceed your currently-allocated bandwidth at any point during the month.

Two factor authentication allows you to configure an additional means of authentication on your account. When logging into Vultr, you are prompted with an additional login step after entering your password. This adds extra security to your account. We support Google Authenticator and Yubikey devices. Authy was previously supported, but has since been removed.

The $2.50 IPv6 only sandbox plan is intended for general platform testing and it is limited to 2 instances per account. The $3.50 plan is similar to the $2.50 plan but it also includes an IPv4 address by default. The limit on the $3.50 plan is 5 instances per account. Their primary purpose is for early development and testing of ideas before upgrading or snapshot re-deployment to a larger permanent instance. These plans are not available for API automation.
Yes, Vultr Object Storage is our S3-compatible object storage solution.
Files (objects) can be transferred to Vultr Object Storage directly from Vultr instances by using an S3-compatible tool or SDK. Our Vultr Object Storage documentation includes examples for the popular tool, "s3cmd".
Block storage provides a disk volume that can be mounted on a Vultr instance. Object storage provides an internet-accessible (HTTPS) endpoint where files can be stored and retrieved.
Files (objects) transferred to Vultr Object Storage are "private" by default. This means that you need a secret key in order to access them. However, some tools allow you to override this behavior - be sure to check the documentation included with the tool or SDK that you use to interact with object storage.
